And it Appearing to the Committee that the
Expence to the County on the discharge of the Clerkenwell Bridewell
Prisoners alone under the said Act of Parliament would ann [..]
in the time of Peace Amount to the Sum of £150 and that Mr [..]
Hall the Keeper of the said Bridewell has not annually belive
for the discharge of such prisoners as under this Act would
burther the County with so heavy a charge more than about
That Mr. Hall hath as Keeper of the said Bridewell a Yearly
Allowance or Sallary from the County of £50 and that 5/6
the Fee usually taken and allowed for the discharge of each prison
The Committee therefore asked Mr. Hall whether he would take
a certain allowance for his contingent benefit under the said
Statute and Mr. Hall having there upon made the following
proposal Vizt. That during the time of Peace he is willing to
relinguish his Sallary or allowance from the County of Fifty
Pounds a Year and foregs all benefit that might Accrue to him
under this late Act of Parliament upon Condition that the fee
due upon the discharge of every prisoner out of his Custody Exec [..]
Such as shall come within the meaning of the said Act of
Parliament and be discharged under the same be raised to 10.
but that in the time of War his said allowance or Sallary be
restored or continued to him It is the Opinion of the
Committee that the said proposal is a reasonable proposal
and that the agreeing to the same will be of Great advantage
to the County by making a Saving to the County of 200l P Annum That
the raising a Fee for the discharge of a Prisoner will not be
oppresive to the Individual as Advantageous to the public by
increasing the Punishment of Real Offenders against the La [..]
and Peace of the Community and thence by creating a greate [..]
difficulty of getting out of Confinement deter persons from
committing those Offences which may incur such a Punish [..]
and the Committee do therefore healthly recommend it to the
Court to close with the said proposal

It was Moved and Seconded that so much of the
said Report as last abovesaid be referred back to the said Commen [..]
and the same being Resolved It is Ordered that so much of the
said Report as last above said be referred back to the said Comm [..]
for their further Consideration thereof
