And as to that part of the Order which relates to the Inquirey after the breath
of the orders of the House and by whom wee humbly Certify as followeth
That wee Read over the abstract of orders and inquired how every one
was kept or broken, And some of us haveing Observed great animosities
between the Chirurgeons ; and the Comittee hearing Complaints against them
they did accuse one another and wee Spent Several Comittees in hearing them
and their Witnesses, and after hearing all they could say, Wee were of Opinion
That every of the Four Surgeons Vizt. Mr: Browne, Mr. Elton, and Mr.
Court, principll Surgeons, and Mr. Pepper Assistant surgeon are guilty of
the breath of the Orders and neglect of their duty to the great prejudice of the
patients And wee humbly conceive that one cheife cause thereof has been
Occationed by the methods by which they came into their places every one of them
haveing been chosen or placed either with regard to Recomendatory Letters
or by Mandamus as in the time when Governed by Comissioners which
has made some of them say often That they were not Chose by the Governors.
and therefore were not to obey them or to that Effect, And for the prevencon
of the Breach of the Orders concerning Consultacons and Extraordinary
Operacons which is of so great Moment to the patients Wee humbly
propose that for the Future all the Surgeons goe together every monday
and Thursday mornings from Ward to Ward and begin to dresse their respecting
patients in each ward att one and the same time, and so goe from one Ward
to another till all be dressed in the presence of all the Surgeons (and the Doctor
if he preaseth) by which, Extraordinary Cases will be discovered to all of them

To the intent that the house may be supplyed as alwaies it was formerly
with able Surgeons, That none be admitted a Surgeon but such as have been
Examined and approved by the Company of Surgeons according to Law

That none be permitted to Dresse for or under any Surgeons in this house
but such as are bound apprentices att Surgeons Hall for a terme of Seaven
years att Least and have served two years of that terme unlesse in presense
of his Master and Except such as shall be approved by the Comittee of
Governors of the house for the time being

Wee find also that the Order for Visitting the sick hath been Neglectee
And therefore wee propose that the present Minister or Hospitaler be
acquainted that it is Expected that it be exactly observed in time to come
as being a most necessary part of his Office to Ex hort and comfort sick
persons in the times of their greatest Extremities

Wee find also that there has been a great and constant breach of the order
against prophane swearing Etc. not only by patients but by some Officers
whome wee have admonished and Charged to avoid it for time to come And
it is desired that the takers in for the time being be putt in minde. to Wales
Frequent inquiery about the breath of that Order that the name of God be
not so profaned any more

Wee find that the Butler has deliveredont for a considerable time much more
Beer and Ale, then allowed for which he being reproved Wee humbly pffer
That it be an Oder for time to come, That noe patient have above a Quart
a day of one or other, unless the Governors takers in, think fitt to encrease
the allowance for the Three Sumer Months

And to prevent the Butters giveing out Ale to those it is not provided for Wee think
fitt it be Orderd That nontbut Two peny Dyetters be permitted to drink it, and that
non be put upon the yd: score but such as are appointed by the Doctor

Wee propose That the sisters be reproved for permitting patients to bright
Strong Drinke; and for Exacting unreasonable rates of patients when they Inst
come in for Earthen Ware, and also for Washing sheets, And that it be an
as it has been the use that the patients at their first coming furnish themselves
with Earthen ware and also that they pay for every washing of Marshall
