The Comittee observe these Orders to be very just & reasonable and
if they had been observed by the Surveyors must have Saved ye
Publick a great deal of Money On the Contrary it appears to
the Commee that these Orders were never once observed by the
Surveyors as is very manifest from the several Affidavits in
the Custody of the Commee and to which they referr themselves
It is clear by these Affidavits That an able Team of one
Clancey was refused to work and at the same time the Team
of Marsh the Surveyor was employed and carry'd but half
a Lead-That the Surveyors employed their own Teams and
those of their Friends that they never carryed above 22
Bushells and the Surveyors never above 17 or 18 That
People were discouraged to complain least they should be
turned out of the Work-That People were forbid to Work
hard least they should be taken notice of-That the
Workmen at the Pitts often Stood Still for want of a Wast Cart
That Farmers were Blamed for offering to work at a lower
Rate being told by the Surveyors that they might have more
Wages from the Trustees. It further appeared to the Comittee
by the Confession of Grear himself (which said Gear was
appointed Surveyor in the Room of Marsh Halstead and
Edwards who were turned out) that he had found but one
Cart that held the full measure, that he had never measured
Marsh or Halsteads Carts tho' they Workt Constantly to
the Roads That he had never discharged but one Team
that fell short and Permitted the owner of that very Team
to continue to Work All which the Comittee represented to the
Trustees, Notwithstanding this they would not discharge the said
Grear but continued him Surveyr. till appear time offered itself
for the restoring the former Surveyr. as will appear by What follows

23d. Sept

7th. Oct

"Ordered that John Marsh< no role > (another discharged Surveyr.) be Surveyr .
with a Salary of £40 P Ann

The comittee observe that at Eleccon of Marsh, it was pposed
to pr Grease the then Survey in Noiacon but was carried in the
Negative, this Accon Seems to the Commee to be done by ye. Trustees
purely in opposicon to and (as we cannot but conceive) intended as
an affront to as, this we ground on another Accon of their Vizt.
