Continued Wednesday 13th. February 1765
who declared the Hospital of Bridewell would be the most necessary of the said
Hospitals and took great pains and trouble to procure and establish the same
Also considering that the bringing up Children of Riper Years to Occupations
was one of the Objects of the Declaration Grant and Charter above mentioned and that
the Method of Training up such Children has for near two Centuries been by placing
them with Artsmasters within the said Hospital Also Considering the Great Sums of
Money given to Answer and Support the Purposes for which this Hospital was
founded particularly for the benefit of Apprentices in Confidence that the same
would be Punctually and Religiously applied to the Uses for which the same
was Originally Destined Also Considering that a great Number of Apprentices
have been brought up in this Hospital from Poverty and Distress many of
whom have become useful Members of Society We are of Opinion that the
Artsmasters and their Apprentices are of Public Utility and that it is expedient
to continue such a Number of Artsmasters as to leave Room for a Provision for Vagrant
Children & such other Persons as are Willing to accept employment and to
enable the governors of this Hospital by their Charitable Interposition to rescue
them from their destitute Condition and render them useful Members of
Society under the Care and Tuition of a Taskmaster And we are also
of Opinion That as future Vacancies of Artsmasters happen they shall
be filled up with such Trades and Manufactures as are most Wanting in
the City of London and the Liberties thereof and employ the Greatest Number
of Hands And we are further of Opinion that in Rutting out Apprentices
hereafter a Preference shall be given to those of London & Middlesex

And Lastly as to what Reformation may be immediately necessary
in respect to such Apprentices to Remove their enormous Misbehavior

We find by Information of Mr treasurer that several Regulations
have been already made by the House Committee and that others are now under
their Consideration for reforming the Apprentices Preventing Disorders
and Correcting the Offenders We are therefore of Opinion to decline
Entring into this Part of the Inquiry directed by the said Order & to leave
it to that Committee to compleat their Plan if this Court shall think proper
All which is Submitted to the Judgment of the Court

It is unanimously Ordered that the said Report be and the
same is hereby Confirmed

Words and Figures following Wednesday the 6th. of February 1765 Whereas
many Complaints have been lately made against the Apprentices in this
Hospital for divers offenses and Irregularities by them Committed from Time
to Time and tho' they have been frequently Admonished and Threatned
such their had Conduct is still Continued to the great Seandal of the Hospital
and Prejudice of the Boys taken into the same It is the Opinion of
this Committee that if more Boys than Two shall for the future be found
together without the Gates of this Hospital Except attending Fires and the
Processions in the City an Easter Monday Tuesday Wednesday That
