Which says that some Justices of the Peace of Middlesex
were put into the Comission of Goal Delivery in the latter
end of the Reign of King Charles the 2d. and in the Reign
of King James to Contribute to the arbitrary and
illegall purposes then carrying on The Justices do
say that long before the latter end of King Charles
some of them were in that Comission, and at that
time and in the Reign of King James, the Number did
not exceed Six which made but little proportion to
the Aldermen and others then in Comission, and if
any arbitrary or illegall purposes were then Carrying
on It must be done by the Majority, and why those few
Justices should be distinguished and made culpable
more then the Aldermen (who were much the greater
Number) the Justices cannot imagine, nor shall return
the Reflection which they think might have bin spared

The Old Comissions of Goal Delivery being in the
Custody of the former Town Clerks of London are not
to be formed Or at least the Justices cannot have
access to them So as to Discover the Comissioners Names

As to the Discouragements and Difficultyes touched
upon in this Parragraph they are contained in the third
Parragraph

Which says that the City did build and do repair the Court
house and Goal and maintain the Prisoners and charge
of the Officers and Entertainments and hope there
shall be no alteration in the Comission of Goal Delivery
The Justices do answer that it may be well presumed
that the City were obliged and had an ample Recompence
by Charters from the Crown for all these charges, besides
the profits of the Goal and Court and Officers thereto belonging
and fines and profits to the Sheriffs who bear a part of
