and supplying Materials Etc - All which Expences and
allowances shall be paid out of the County Rate - 2w
What mean the above Terms "Expences and allowances" is
the County Rate to be liable to the payment of the said Houses
and the Materials Keepers Workmen and Servants - This
Question is suggested in part by the 29th. Clause which
charges the Expences of building or purchasing Houses
and providing Stock on the Poor Rates with the Power to
Overseers
to borrow (if the Sum wanted exceeds £100) on
Bonds of £50 each bearing Interest both principal and
Interest being chargeable on the Poor Rates
Clause 43
That the Office and Business of Guardian as it is here
stated seems to require that he should be renumerated
and that he should not only have Clerks but numerous
subordinate Agents Charges of Stationary Messengers Etc
all which must be attended with great Expence yet no
express provision is pointed out how this Expence is to
to be defrayed - if from the Poor Rates it will be a
great addition to the other Burthens imposed on the
said Rates by this Act
Clause 45
That the Guardian (or Guardians if more than one)
elected by Ballot of the acting Visitors (according to
Clause 39) has the property vested in him or them
of all the Goods Materials Monies raised for the use or
relief of the Poor Etc yet those paying the Rates have
not any voice in the Election either of the Guardian
or his Electors.
Clause 52
That though we cannot possibly ascertain the
extent of Fees to be taken by the Clerks of Justices in any
Matters relating to Execution of the Act yet they must
necessarily swell into an Annual Sum of great magnitude &
by the multiplicity of objects the Act embraces and as far
as a Judgement may be formed by anticipation their
Amount must be another very heavy charge on the Poor
Rates to reimburse them in populous Parishes.
