Committee for Building Black friers Bridge but they Apprehend the
same when received will be not only sufficient to repay the above Loan
but also have a Surplus for the Current Expences of these Hospitals all
which Proceedings relating to their Conduct as to Receipts and payments this
Committee Submit to such Audit as this Court shall think proper to Adopt
not doubting but the same will meet with Approbation-

This Committee having already Presented to a former General Court
sundry Rules and Orders for the better Government of these Hospital and the
better Securing the Revenues thereof have nothing further to add to the said
Report but they think it Incumbent on them to declare their Concern that many
Regulations which Appeared to them to be very Salutary for those good proposes
have not met with the Concurrence of the General Court as they were agreed on
by the Committee on full Conviction of their Utility at present to prevent in
future such Losses and Inconveniencies as have lately happen'd thro' the
In attention or Neglect of those whose duly it was to Inspect and Report
the State of these Hospitals to the Court and it being represented to this
Committee that the certain Revenues of these Hospitals were not sufficient to
defray the certain expences they thought it Incumbent on them tom further the
Plan of Asconomy adopted by the General Court in letting the House
Inhabited by the late treasurer to point out wherein there might be some
Savings of the Outgoings of these Hospitals in future and it was with
Concern this Committee perceived their good Intentions frustrated by the
Increase of Salaries Unsolicited and to take place immediately and this at
a time when the Accounts had not been Audited for the four preceding
Years and consequently the several Proportions of the Annual Receipts and
Disbursements could not be ascertained

This Committee having exerted their utmost and impartial endeavours
throughout their whose proceedings for the benefit of these Hospitals cannot
helpexpressing throughout their whole Proceedings for the benefit of these
Hospitals cannot help
expressing their dissatisfaction at the Treatment
they received from some governors which in their Opinion was derogatory from the
good Order and decency of so respectable a Court

And this Committee do further Report that the following five
Legacies two of which are conditional and three Reversionary which have
been bequeathed to these Hospitals do not Appear to have been received
and therefore do recommend to the General Court that the Clerk do
make all necessary Enquires after the same and Report the Information he
receives to the House Committee who may be empowered to give such further
Directions therein as they think fit and Report their proceedings to the
General Court.
