Upon Reading a Report from the Comittee for the new building for Incurables
at Bethlem Hospital of the third Instant under the hands of John Tayler< no role > Esqr . Treasurer
Thomas Aynscombe< no role > Esqr . Mr. Deputy Brewis Mr. Robert Evans< no role > and Mr. Deputy Everett
as follows Vizt.This Comee are of opinion That the following Rules be established
for the good Government of the Hospital for Incurable mad Patients.

1st.


That the said Hospital be under the direction and Government of the same Monethly Comittee
and in the Same manner as is the Hospital for Curables.

2dly.


That the Same Officers and Servants do respectively attend and at the same time take Care of the
Said Hospital, but more Servants may be added by the Comittee when found necessary.

3dly.


That the same Diet be provided. for all the Patients and the time of giving it be the Same as
well as of rising, airing, and going to bed.

4thly.


That the Patients judgd incurable are not to be in Course of Physick, yet if accidental
Distempers arise, Medicines to be allow'd accordingly and if such a Change Shod. happen in their
Madness as night give hopes of a Recovery, Medicines of any Kind as the Phisician shall
think proper may be administred to improve Such an Opportunity.

5thly.


That no Patients be admitted into this Hospital but such as by Tryals in the Hospital of
Bethlem and in the Opinion of the Comittee appear upon examination to be incurable used
mischievous and imgoveruable

6thly.


that no Mopes be admitted

7thly.


That Security be given for all Patients before admission to pay Seven Shillings P Week
for oath Patient towards their Maintenance and Physick and also to take them out of the
Hospital when required by the Comittee, which may be necessary, to make Room for Greater
Objects or to remove Mopes or those that recover the use of their reason (which Sometimes
happens to these deemd Incurables) or those who may be intitled to any Estate or maty Sufficient
to maintain them else where, in all which Cases they are no longer proper Objects of this Charity
All which is nevertheless submitted to the Judgmt. of this CourtThis Court
having maturely weighd. and considerd the said Cheport doth Approve and Confirm
the same with this alteration That the Same of 7s. P Week in the Seventh Paragraph be
made 5s. P Week.

Upon reading the humble Petition of John Phillips< no role > Citizen and Broad Weaver
of London He is Elected one of the Artsmasters of this Hospital in the room of
Thomas Swinburne< no role > who resignd And it is Ordered that upon delivering a
Certificate of his Settlement to the Clerk and producing a Copy of his Freedom of this City
he be admitted an Artsmaster of this Hospital untill the next Election day giving
Security as usual and entering into the usual Coverants with a Covenant to be added
that he will not sett up or use any Engine Looms in this Hospital and that the
Journeymen which he shall employ in his said Trade shall be such as have served then
apprenticeships in this Hospital And it is further Ordered that he have such
Apartment as the Comittee of this House shall direct .

Hospital settingforth That his affairs would not permit him to continue Artsmaster
any longer and that therefore he begg'd Leave to surrender his said Please and that his humble
thanks to the Governors might be acceptable for the many Favours he had received from the
