THAT great difficulties may occur in obtaining an amendment of
the present laws; and therefore the Committee apprehend that the first
and most proper step towards reducing those expences which this Com-
mittee hath been appointed to inquire into, will be by making a full
and open representation of the facts which have occurred to them, and
of the observations arising thereupon to the Magistrates of every other
County at their Quarter Sessions, in hopes that by a more particular
attention of the Magistrates of different Counties to the regular exe-
cution of the present Vagrant Laws, the burden which now lies so
heavy on the Counties of Chester and Lancaster , and is in various
degrees felt by the public in general may be so far alleviated as to re-
main no longer an object of such serious complaint.

THAT if it shall be found upon experience, that such representa-
tions to the Magistrates of other Counties has not the desired effect,
it will then be proper for the Magistrates of the Counties of Chester
and Lancaster to consider in what manner the present Vagrant Laws
may be altered or amended so as to afford effectual relief to those
Counties from the burdens they at present labour under.

THAT this Committee recommend it to the Magistrates of the Coun-
ties of Chester and Lancaster at their respective Quarter Sessions of
the Peace, for the said several Counties to present the foregoing Facts,
and to make the following requests to the Magistrates of the several
other Counties and inferior Jurisdictions in this Kingdom.

THAT the Magistrates of the different Counties and other Ju-
risdictions be requested to make orders at their Quarter Sessions
for regulating the mode and ascertaining the allowances for ap-
prehending and conveying Vagrants in their respective Districts.

THAT it also be requested of the Magistrates granting Passes
that they do in the examinations of all Vagrants specify the
places of their last Settlement or Residence, and the circumstances
which occasioned them to become Vagrants.

THAT it be recommended to the Magistrates granting Passes,
to adhere to the directions of the Act of Parliament as to the
form of the Pass, and not to prescribe the particular mode of
conveyance in the Pass, but leave the same to the discretion of
the Magistrates in the several Counties through which the Va-
grants are conveyed, according to the condition and circum-
stances of the Vagrants when they arrive in such respective Coun-
ties. And that it also be recommended to the Magistrates in
the Counties where Vagrants shall be brought by Passes, not to
attend or confine themselves to any mode of conveyance which
