THAT the general expence of maintaining, conveying and shipping Vagrants
in the County of lancaster in the years 1780, 1781, and 1782 has been
£2372:18:4 in the whole.

THAT by a particular account taken of the Number of Vagrants so main-
tained, conveyed and shipped, and the expence of such maintenance, convey-
ance and shipping in the County of Lancaster for one year ending the 31st day
of December 1783, the whole number of Vagrants passed has been 4665, of
which 3456 have been Irish Vagrants.

THAT the general expence of maintaining and conveying all such Vagrants
in the County of Lancaster has been £2042:18:0, and that the expence of
maintaining, conveying and shipping the said Irish Vagrants only in the County
of Lancaster has been £1355:10:2.

That Committee think it necessary to observe, That the Statute of the 17th
Geo. II. C. 5, intitled "An Act to amend and make more effectual the Laws
"relating to Rogues, Vagabonds, and other idle and disorderly persons, and
"to Houses of Correction," is the Act of Parliament upon which the Allow-
ances and Regulations relative to the apprehending, punishment, maintenance,
conveyance and shipping of Vagrants do principally depend.

That by the same Act Sect. VII. and VIII, it is enacted that the Magistrate
shall inform himself, and state in the examination of each vagrant, the parish
or place, where such Vagrant was last legally settled, and the substance of such
examination is directed to be reduced into Writing, and one Copy thereof to
be sent with the vagrant, and a Duplicate transmitted to the Quarter Sessions;
and the Justices granting passes are required to order all Vagrants apprehended
to be publicly whipped or to be sent to the House of Correction , there to re-
main until the next Sessions, or for any less time as such Justices shall think
proper. And the form of the Pass to be made use of is prescribed by Sect.
VII. of the Act.

THAT by Sect. XV. of the said Act it is directed with respect to Irish Va-
grants, that no Master of a Vessel shall be compelled to take on board more than
one Vagrant for every 20 Tons burden of the Vessel in which such Vagrant
shall be shipped.

THAT the Justices in Sessions are by Sect. XIV. of the same Act, empowered
to six the rate to be paid to the Masters of Vessels for carrying over Irish Va-
grants. And by Sect. XVI. they are also empowered to six the rates and al-
lowances per mile, or otherwise, for the passing, conveying and maintaining
Vagrants, and to make such other orders, rules and directions for the more re-
gular proceeding or acting therein, within their respective limits and Jurisdic-
tions as they in their discretion shall think proper, which rates, allowances, or-
ders, rules and directions shall from time to time be observed and submitted to
by all Justices of the Peace , Constables, Officers and other Persons, within the
same limits and Jurisdictions respectively.
