That your Committee having interrogated the said Contractor as to the
Cause to which he attributed the great increase of Vagrants he replied that
he thought the same arose from the ease with Passes were obtained
from the magistrates of the City of London .

That your Committee thinking this a matter of Great
Importance to this County did by Letter request the Lord Mayer and
Aldermen of the City of London to appoint a time and place for a Conference
with your Committee on this Subject to which they received an Answer
dated the 12th. of November last informing them that their request should
be laid before the next Court of Alderman In Consequence of which
William Mainwaring< no role > Esquire the Chairman of the Sessions in December
last informed the Court that he had received a Letter from the Lord
Mayer informing him that he had communicated to the Court of Alderman
the Letter he had received from the Committee and that the Court had
desired the Lord Mayer to have an Interview with him on the Subject
and in January last Mr. Mainwaring informed the Court that he had
seen the Lord Mayor on the Subject of the Vagrants passed from the
City of London into this County and that His Lordship had promised
to Inquire into the manner of passing the Vargrants and that the same
should be Corrected if anything Improper was found to be Practiced
therein but no other Conference has yet been had. Therefore
Your Committee have thought it proper to Report to the Court the
following Resolutions which have been Come to by them.

Resolved it appears to this Committee That the
number of Vagrants passed in through and out of this County are of
late years greatly increased

Resolved it appears to this Committe That the expence
of apprehending passing and relieving Vagrants has greatly increased
and become a heavy Charge upon this County the same having amount
to the Sum of £857 for one Year Ending in April 1785.

Resolved it appears to this Committe by the information
of the said Contracter that several persons have been passed from the City of
London dangerously Ill some of which have died in his Hands and in
the Hospital before they could be moved by him out of this County and
that many are passed as Vagrants who do not appear to be Object
of the Vagrant Laws.
