"Whether the Act 17th. Geo: 2e. does continue in force
"to enable the Justices in Sessions the proper Forms of
"Presentment Etc. required by the said Act having been
"Observed) to lay the Sum of Money necessary for the
"purchase of such Lands such Sum being more than
"half the usual County Rate, Notwithstanding the
"Clause respecting Charges on the County Rate in the Act
"of the 24th. of George 3d.

Ansr

"The Justices have no Power under the 2d Clause of the 24th. George 3d. to
"Mortgage the County Rates, if the Estimate of the Expences does not exceed
"one half of the County Rate; but if it exceeds that Sum they may Charge the
"County Rate with such Sum as shall appear necessary and expedient for the
"purposes of the Act; which I indine to think, leaves it in the discretion of the
"Justices at the Sessions either to raise a Sum upon the Credit of the Rates, if
"they shall think it necessary and expedient, or to raise the whole according
"to the direction of the former Act, If it should be holden that the Justices
"have no Authority to indude the Purchase of Land. purchased to build upon
"in the Estimate, so as to charge it by way of Mortgage upon the Rates, they
"must raise such Purchase Money by the current County Rate: For the
"24th. Geo. 3d. certainly does not take away the power of the Justices to
"purchase Lands for the Purpose of building an House of Correction

"Lincolns Inn
"24th. Jan. 1786.
In Consequence of the above opinion It was Resolved that it be
recommended to the Court to raise the Sum of £4000 by way of Mortgage
on the County Rates agreeable to the Act of 24th. George 3d.

It was proposed at this Meeting, that the Cells should be 8 Feet by
6 feet and 10 feet high.

The Supply of the Prison with Spring Water, if it can be procured, was
taken into consideration, and some very useful Hints were suggested, as to
the construction of Engines, the Working of which by the Prisoners would
very properly make a part of the Discipline of the Prison; by means of
which Engines the Water might be raised into a Reserveir to be thence
distributed by Leadon Pipes thro the several Parts of the Prison

Day Rooms were directed to be provided for the Reception of such
persons of the 4th. Class as should not be committed to solitary Confirmation
