Overseer or Overseers for the management and direction of
such Convicts as should be sentenced to Labour on the River
Thames
and the then Lords Commissioners of the Treasury

for the management and direction as well as the Support of suc [..]
Convicts as should be sentenced to hard Labour on the Thames
Justices in complyance with the Wishes and Recommendation
the Treasury

together with
Brother Neil Campbell< no role >
(who was only appointed however for the safe Custody of the said Convicts in Case of the death of the said Duncan Camp [..] the Overseers as aforesaid. Mr. Duncan

Lately however the Clerk of the peace
for the
County of Middlesex
The Clerk of the peace
for the City and
Liberty of Westminster
and the Clerk of the Goal Delivery to
the County as well as the Goaler or Keeper of His Majestys G [..]
of Newgate have claimed of the Treasurer
for the County the
payment of several large Sums of Money arising by Fees sa [..]
due to them for such persons as are by their respective Courts sen [..]
hard Labour on the River Thames
or in the Houses of Con [..]
amounting in the whole to a Guinea for each Convict being a
sentenced being a like Satisfaction with what they used to
receive from the Contractor for Transporting Convicts for the
Order of Transportation of any Offender
Theretofore these fees were paid by the Contin [..]
for the Transportation of Convicts but now by a Clause in the [..]
abovementioned the Payment is thrown upon the County Trea [..]
and must necessarily exhaust the County Revenues very
considerably
In Consequence of this Act of Parliament the
County of Middlesex
is very heavily burthened in the maintena [..]
and Custody of great numbers of Convicts committed to the [..]
of Correction for Labour which Prisons have been at a very la [..]
Expence altered for and accommodated to their reception and
employment and which from the Daily increase of Convic [..]
must be still further Augmented there being no less than [..]
