supposeing a poor Prosecutor not to be extraordinarily
delayed or out of the comon course, and that he obtains
his money at last without any extortions deduccons
whatsoever, Yet the known & established method of passing
thro' soe great a Number of Offices, and referrences back
againe from one to the other before the proclamacon
Reward can be obtained and the excessive and
unreasonable delays and hardships consequent thereupon
were and are highly discourageing to Such poor prosecutors
as are for the most part the persons intituled to these
Rewards, whereupon the Committee upon this head
unanimously came to the following Resolutions (vizt.)
That it appeared to the Committee that one great cause
of the increase and frequency of Street Robbers and
other Felons and persons returning from transportacon
is the extreme difficulty which persons apprehending
and prosecuting Such offenders meet with even in the
usual form to be passed thro' for obtaining the
rewards due to them as well by his Maties. gracious
Proclamacon as by Act of Parliament for the
apprehending and convicting the offenders therein
menconed respectively.

In the next place The Committee observeing upon
severall of the returns from the petty Sessions above
menconed That very ill and Suspicious People were
frequently taken by the peace Officers out of publick
houses, and brought before the Justices and by them
committed as the case required, But not observeing
that notice was taken by the Justices of the Keepers
of Such disorderly houses or a method taken for their
punishment or Suppression, which the Committee
think of the Greatest consequence to the publick and the
best end to begin at, It being certain that by finding Such
harbouring places old offenders are brought and kept
together, and thereby encouraged in a Society of
