Continued Thursday 25th. Novr. 1779.

That the Common Council are a Body so numerous
(being 236 in Number) and so fluctuating (being Elected
annually on Saint Thomas's Day when many lose their
Election and fresh Men come in their Room that if they were
to become governors the greatest Confusion Disorder and Ill
Consequences must Attend their Management and Distribution
of these Charities which your Petitioners Presume to have been
one good reason (among various others) why they have never
been allowed to Interfere as a Body (though many of them have
Acted and now Act individually by Election) as governors of
either of the said HospitalsYour Petitioners therefore
humbly Pray your Lordship that the said Common Seal so
devised made and Appointed for the Affairs and Sealing of
Writings of and concerning the said Hospitals as herein before
mentioned may be restored and returned to the Custody of the
Chamberlain of the said City for the time being and may always
from henceforth remain and be kept in the Chamber of the said
City in his Custody in a Purse Sealed with the Seals of the Lord
Mayr. of the same City for the time being and of such of the
Aldermen of the said City who have passed the Chair as shall
be Present at any time that the same shall be used and that the
said Leases and all kind of Writings which at any time
hereafter may be necessary to pass under the same Seal being
first examined by the Presidents or treasurers and a Competent
Number of the governors of the said Hospitals respectively
whereunto the Lands and Tenements or other Things mentioned
within the same Writings shall belong and subscribed with
their Hands according to the aforesaid Custom and Usage
may at all times hereafter be Sealed in a full Court of
Aldermen of the said City without delay and Pursuant to the
said Order of the Court of Aldermen of the 4th. of November in
the third Year of Queen Elizabeth without any Reading or
further Examination Or that your Lordship will be Pleased
to make such Order for your Petitioners Relief And for
the due and Just Distribution of the Revenues of the said Royal
