Board without directing the Same to be cast up (wch. we are of opio [..]
is a Great neglect on their part & anrncouragemt. to the sd. oppress [..]
do cause warrts. under the hands & Seals of three or more of them
to be annexed (by pinning them only) whereby it is putt in the power
of the Collectors to annex them to any other Books they shall
think fitt & by such warrts. doe require & Command the
Collectors Speedily to Collect & gather the Severall Sums of
Money tax'd & Sett upon every person with in written there by
establishing the [..] uily of the assessors as it were by law

The benefit of these illegall assessmts. accrues to the Collectors
who are in most parishes the Beadles either in their own
right or as deputys and who almost punctually raise them
tho they pay no more to the Treasurer for the use of the M [..] liha
than the Sume charged upon their parish by the rate.
Where upon we have resolv'd that it is our opinion that they
ought to pay to the Treasurer for the use of the publick the
Severall Sums of money by the collected over and above wt.
they have already paid & that it berecommmenedrecomended to the Board
of Lieutenancy not to order any more Trophy money till the
money wch. appears to be due on the accts. of the Treasurer &
the Severall Collectors be paid in & apply'd to the proper use
That being a Fund sufficient as we apprehend to answer
