Injustice to Charge the defects of any part of the administration
of affaires upon those whose provence it is to Governe therein

With this view it is that we beg leave to lay before your
Grace the Extraordinary Method as it appears to us of
raising this tax the Sum & to be raised by law in one years
upon the whole County is £368:15s:2d and the Board of
Lieutenancy doe as they See Convenient Issue their Warrts.
to Certain persons in each parish to assess upon the
Inhabitants in their Severall parishes their rateable
proportion of the sd. Sum & according to a Setled Rate. Two
Books of wch. assessmt. fairly written Exactly cast up Signed
by the sd. assessors together wth. the Names of two or more
Sit persons to be Collectors thereof they are to bring
unto them att their Board upon receipt of these Warrts.
the assessors doe arbitrarily assess great Sums of money
(in Some parishes more than double what the Warrts. do
require) wch. practice we are of opinion is an illegall
oppression highly tending to discourage his Majties
faithfull Subjects from Contributing chearfully towards those
Supplies wch. the necessitys of the State May required to be
laid upon them & do carry back two books of Such their
unwarrtble: assessmts. to the Board of Lieutenaney. not
