Whereas it appears by the Report of the Committee appointed to
enquire into the Receipt and disposal of the Toll of the Haymarket Etc.
That Articles of Agreement seem about the Year 1756 to have been enter'd
into by a Committee of the Justices with one John Wilkins< no role > a paviour.
his Executors Administrators and Assigns whereby £100 a year is allow'd him
for the term of 21 Years in consideration of his paving and repairing
the Hay market and by which it was agreed that if a larger sum
should be annually collected by the said Toll than the aforesaid £100 and
an Allowance of 4s in the pound for Collecting the same then the said
Wilkins was to pay the overplus at the end of his term to the Justices
which Term will Expire on Lady day 1777 and under these Articles of
Agreement the Hay market has from that time been paved and repaired
