Whereas Severall Justices of the peace of this County have comitted
to his Maties Goals of Newgate, Newprison, and the House of
Correccon at Clerkenwell in this County Severall persons for of great
Offences by them done to his Maty, and severall of his Subjects
which Offences have been fully proved before such Justices to have
been comitted by such Offenders: And some of the Justices of the
peace of this County, liveing at a great distance from the Justices
who committed them, Have by false Suggestions & Misinformacon
been prevailed upon without the knowledge or privity of such
Justices of the peace, and without sending to know what
Information had been given against such Offenders, to take
insufficient Bail for, or discharge and set at Liberty such
Offenders, whereby they have often times evaded the punishments
which by Law ought to have been inflicted upon them, and such
proceedings Have occasoned great Refleccons Upon the Justices
of the peace for of this County in Generall And Whereas alsoe
Severall of the Justices of the peace of this County Have been
prevailed upon to grant Licences to persons who live out of their
parishes and Divisions to sell Ale and Beer by retail, and for
want of a due knowledge and character of such persons, obtaining
such Licences, Severall Persons disaffected to his Matys Person &
Government, and of Lewd and debauched lives, who keep disorderly
Houses, are soe licenced in decent of the Justices of the peace, who
granted such Licences, and to the great Annoyance of the
Neighbourhood, where such Licensed Victualers inhabit, And
Whereas Severall Informers doe apply to severall Justices of
the peace of this County, to cordict persons, who live, remote and
out of the Divisions where such Justices of the peace doe in habit
for selling Drincke on Sundays, or in Short, or unsealed Measures,
and the life Offences, against the form of severall penall Laws &
Statutes in such case's made & provided, and for want of knowing
the true character and creditt of such Informers, and the persons
by them produced as Witnesses to prove such Offences, Severall
undue Condiccons have been made, or at least It is made every
difficult for the Justices of the peace to act with due regarrd to
the publick and the persons caused of such Offences; for presenting
and avoiding these, and the life inconveniences for the Justice
of the peace of this County to act in their severall Divisions
according to the Rules and direccons following (Vizt.)
