Mr. Vickery having been summoned to appear before the
Court of Aldermen to shew cause why he refused to take upon him such
Office he together with Jacob Bonwick< no role > and John Wills< no role > of the Ward of Vintry
who pleaded a similar Exemption attended when the following Proceedings
were had.

Clark Mayor.
Tuesday the 15th. day of March 1785 and in the
Twenty fifth Year of the Reign of King George the
Third of Great Britain Etc.

This Day Jacob Bonwick< no role > and John Wills< no role > of the Ward of Vintry
also William Vickery< no role > of the Ward of Bishopsgate being convened before this
Court to shew Cause why they refuse to take upon them the Office of
Constable for the said Wards to which they were elected on Saint Thomas's
Day last attended as also Mr. Deputy Wilson and Mr. Pickwood Common
Councilmen for the said Ward of Vintry and Mr. Merry Common Councilman
of the said Ward of Bishopsgate when the said Jacob Bonwick< no role > John Wills< no role >
and William Vickery< no role > pleaded that they were not eligible to the said
Office being Citizens and Barbers of London and exempted therefrom by an
Act of Parliament of the Eighteenth of his late Majesty King George the 2d.
for making the Surgeons of London and the Barbers of London two seperate
and distinct Corporations and the two Clauses in the said Act being read
and they producing a Case with the Opinion of Council thereon This
Court doth refer it to Mr. Recorder and Mr. Common Serjeant to consider
thereof and report their Opinion thereon to this Court.

In Compliance with the Direction of the Court the Solicitor prepared
a Case and obtained the Opinions of the Recorder & Common Serjeant thereon
which are as follows.

Opinion}


I am of Opinion that the Exemption now claim'd by the Barbers
is not warranted by Law The Terms of the Charter do not extend to it
the Act of Parliament grants no new Priviledge and under the Circumstances
the Usage appears to me decisive against the Claim.
