Further Report


It is Ordered that the Report of the Committee of Treasury
as signed by them be Entered in the Court Book as follows
The Report of the Committee of Treasury concerning the Rules
and Orders necessary for the better management of these Hospitals and
the Security of the Revenues thereof.

In Pursuance of an Order of Court of the twentieth of December
1774 referring it to this Committee to prepare and lay before the
General Court such Rules and Orders as they shall think necessary
for the better Management of these Hospitals and the Security of the
Revenues thereof.

We the said Committee having endeavoured to inform ourselves fully
of the State of the two Hospitals and all the concerns of the same and
in Order thereto having by a Sub Committee viewed all parts of both
Hospitals and the Precinct of Bridewell examined viva were most
of the Officers and Servants belonging to the Hospitalscaused
all Maps and Plans new Subsisting of the several Estates of each
Hospital to be laid before us as also Extracts from the Books of the
Hospitals as well of the Report of a former Select Committee of
enquiry concerning the Arts Masters and Apprentices as of the
General Regulations formerly made for the better Government of the
Hospital of Bethlem and of the Salaries and Perquisites of
the Various Officer Servants and others belonging to beth Hospitals
(all which Extracts are herewith submitted to the Court) are of
Opinion.

That the following Rules and Regulations are proper to be
now adopted

General Courts

That four General Courts at the least be held every Year Vizt.
one in January one in April one in July and one in October and
others as often as the President shall think proper or any Committee
on Nine governors (giving Notice in Writing) shall Apply for them

That all Books of Accounts relating to these Hospitals be laid on
the Table at every Court for the Inspection of the governors .

That in the Summons to the Quarterly Court in April it be
mentioned that "that Court is to take into Consideration of the State of
these Hospitals" and that no other Business be entered on at that Court
till the Clerk has read the Titles and Totals of the Years Accounts up
to Christmas preceding with the Andil thereof and the Names of the
Auditors who sign it. Nor till the Auditor General has reported to
