Admiralty letter to Mr. President

Mr. President Acquainted the Court he had received a Letter from Thomas
Corbet
< no role > Esqr : Secretary to the Admiralty dated the 24th: of November last
which being delivered to the Clerk was read as followsSr . I have laid
before my Lords Commissioners of the Admiralty the Copy of the Clause
in the Act of Parliament of the 2d and 3d of Queen Anne which you put into
my hands) is relation to the sending Disorderly Servants Hogues Vagabonds
and Sturdy Beggars both Man and Boys into His Majesties Service at Sea
and communicated to their Lordships your Intention of putting the said
Act in Execution and their Lordships have thereupon Commanded me to
Acquaint you that this being the first Attempt of the Kind (which they knew
of) since the Passing the said Act which is now near Forty Years they cannot
but be Apprehensive that the Example Set by the Magistrates of the City
of London will be followed by those of other parts of the Kingdom and that
his Majestys Service may Suffer many Inconveniences therefrom such as
bringing Sickness into the Fleet tothe Destruction of our Seamen and
Leprising the publick of the Services expected from his Majesties ships
neither would it effectually Answer the Ends proposed of getting red of
the Vagabonds becausethey will desert from his Majesties ships the
first oppertunity and return to their former practice and Manner of Living
but if Notwithstanding it shall be thought proper to put that part of the
said Act in Execution their Lordships hope that care will be taken to send
no persons but who are in Health nor Boys under fourteen years of Age (under
which Age none are Admitted into the Navy) and well furnished with Cloaths
Necessaries and Bedding it not being reasonable to convert His Majesties
Ships of War into Hospitals and disabling them from doing Service against
the Enemy and in that Case their Lordships will give orders that such of
the said persons who are Sent by the proper Majistrates shall be received
on board His Majesties ships andthat proper Care be taken to make
them Seamen.
