Anciently one Physician, and an Hospitaler or Chaplaine, And on the Twenty First. of
November in the year One thousand Six hundred Seaventy and Three Dr. Torless:
was Elected physician, and on the Twenty Seaventh of Aprill One thousand Six hundred
Eighty threeHughes Clerke< no role > was Elected Hospitaler or Chaplaine by
the president and Major part of the Governors, and they both continued in
their Several places untill the Judgment was given in the Quo Warrants
against the City in the year One thousand Six hundred Eighty and three, And then
the Comissioners appointed by King Chales the Second for the Management of the Affaires
of the Hospitall, Placed Doctor Birggs, one of the petrs. to be Physician in the room. of Dr
Porlesse, and Mr: Turner to be Hospitaler in the roome of Mr. Hughes, But it did
not appear to me that the Comissioners had a Visitoriall power, but they
were only to Govern the Hospitall

I find that the Eighteenth of June 1689, there was an order made by the
Court of Aldermen that Dr. Briggs Should Continue physician untill further
Order And the twenty fourth of January Following, It was Ordered by the Court
of Alderman That all officers that were removed by Vertue of the Judgment
in the Quo Warrants Should be restored to their places

Iam therefore humbly Opinions that since the Judgment in the Quo Warrt:
against the City of London is reversed by the late act of Parliament,Thisthe
Major Comonalty and Citizens are Lawfull Governors of the Hosptiall, and
that all persons are restored to their places which they had before that Judgmt:
And therefore according to the usage Dr-Torlesse is Physician, and Mr. Hughes
is Hospitaler or Chaplaine, And that the Petitioners Dr. Briggs and Mr.
Turner have no Right to the Severall places they pretend to.

All which I humbly Submit to yor. Mats. Wife Consideracon I: Holt
