At which Meeting Mr. Leroux produced his Plans with a full and
exact Description; every Particular of which underevent a very minute
Examination; and every Article was Estimated to be provided in the least
expensive Way; care being taken at the same time, that every sort of Materials
should be of that quality which is best suited to its Purpose.

Mr. Leroux was desired to cause every Method to be used, that the
space of time will Admit, of before the next Meeting in Order to ascertain
the Possibility of a Supply of Spring Water for the use of the Prison After which
the Committee adjourned to Monday th 27th. of March then to receive the
Estimates, to be made as nearly to the Truth as the present State of the Business
can possibly admit

The Ninth Meeting was held on Monday the 27th. of March 1786.

At this Meeting the Plan was produced, every part of the Description
was read over, together with the Minutes of such Alterations as were
proposed to be made at the last Meeting

Mr Leroux produced at the same time a General Estimate of the Sum
which the intended House of Correction would Cost by which Estimate the
Particulars of which accompany the Plan it appears to this Committee, that
it will amount to the Sum of £27,361-4-11 including such contingent
Expences, as could not be comprehended in a General Estimate.

N.B. Mr Leroux had examined the Ground, and reported that Water
was attain able at an easy distance from the Surface Vizt. about 25 Feet

Thus have the Committee endeavoured to meet the wishes of this Court
as expressed in the Resolutions of Thursday 21st. October 1784 And to the
consideration of this Court they Submit this Account of their Proceedings
together with a Description of the intended Building and every Circumstance
relating to itIn all which they hope it will appear that their Attention
to the Business before them has been somewhat suitable to its Magnitude
and Importance: And that their first Object has been, to Establish such
a House of Correction for the County of Middlesex , as should not only
