Whereas upon the humble peticon of John Easton< no role > , Miles Burrough< no role > ,
Lambertus Carter< no role > , Robt. White< no role > , Jane Morris< no role > & others Prisoners
in Newgate for debt, to her Maties, Justices of the peace for the County
of Middx, complaining of severall abuses comitted by Mr. James
Fell
< no role > Keeper of her Maties. Goal of Newgate & one William
Robinson
< no role > one of the Turnkeys there, The Court thought fit
and Ordered that it be referred to John Pery< no role > , Alexander Pitfeild< no role >
John Metcalfe< no role > , Richd. Browne< no role > , Roger Smith< no role > , Benjamin Hilton< no role >
& John Crosbie< no role > Esqrs. seven of her Maties Justices of the peace for
this County or any three of them to repaire to her Maties. Goal
of Newgate, and to examin into the complaints of the poor
Prisoners for debt, and to make a report thereupon to her
Maties. Justices of the peace at the next Generall Sessions of the
peace to be held for this County, to the end the Offenders may
be prosecuted & punished according to law, and that the poor
Prisoners may have right & Justices done them dureing their
imprisonmt;

Pursuant to which Order, Wee whose names are
hereunto subscribed did repaire to Newgate , and took the
Examinacons upon oath of severall of the sd Prisoner which
Examinacons are severally hereunto annexed, to wth. wee
referr our selves, And doe further declare our opinion
is as followeth, (vizt.)

1st.


That it is the opinion of this Comittee that Mr. James Fell< no role >
the Goaler hath not obeyed the Order of the Justices made at
their Generall Sessions held by adjournmt. the 8th. of September
in the first yeare of her present Maties. reign wch. Order
containes severall rules & direccons for the better managemt.
of the sd Goal, all wch. have been broken by the sd Goaler.

That it is the opinion of this Comittee that Mr. James Fell< no role >
the present Keeper of Newgate hath put Prisoners for debt &
Felons together in one room or chamber, contrary to the
statute made vicesimo secunds & tertio Caroli Secundi
