That it shall & may be lawfull to & for the Constables Etc to Quarter or Billett the Officers & Sold [..]
his Majesties Service, in Inns, Livery Stables, Ale houses, Victualling houses, & all houses
persons selling Brandy Strong waters Cyder or Metheglin by Retaile to be drunk in [..]
other than & Except the House or Houses of any distillers, who keep Houses or Places of [..]
distilling Brandy or Strong waters, and the House of any Shopkeeper , whose principale [..]
Shall more in other Goods & Merchandires than in Brandy & Strong waters, [..]
not Permitt or suffer [..] Usling in theire Houses.

Itt is too apparent, what [..] Use ill Use has been made of the Exception in this Clauses.

1. Itt has Putt all [..] orts of Ju [..] or Siades on Selling Strong waters, being by this Keeper Freed [..]
Quarteing Soldiers, under pretence of dealing more in other Goods.

2. Most of those, who deale in Strong waters only, & get theire whole Lively hood by Selling than by [..]
Sett up Little Stiles, where they distill small Quanties only, & yet [..] insist they are
thereby distillers within this Exception, and as Such to be excempted from Quartering [..]
& taking Licences, the [..] greatest Inconveniences, which attend those, who keep any [..]
of Publick houses.

3. By these Meance, the Alehouse keepers & Victuallers have been in many Places over [..]
with Soldiers to the Ruin of Severall, & unpo [..] shment of many more, especially Since the
Victuers have been alsoe excused.

These Brandy Shops seem to deserve the least Incouragement or P [..] ledge, of any Publick house [..]
as they are found by Experience, to be the Cause of more Mischeife & Inconveniences to th [..]
[..] owne, than all other publick houses [..] together, and [..] wee are infound by severall
Phisitians, are most likely to prepare & dispose the bodies of those who usually drink [..]
Liquors, by weakining & overheating them, to receive any Infection, which may be brought
in among us, from other Places or Causes.

Under the Cover of this Exception, almost all that Sell Brandy or General, [..]
from Quartering of Soldiers, contrary to the Intention of the Parliament, as is Conceived, & [..]
Occasions threaten the Justices & Constables with Accons, if they Quarter upon them, wh [..]
they presend to be supported by those [..] ll distillers, of whom they buy the Waters they [..]
By which meanes the Constables are afraid to doe theire duty, & execute the Justices [..]
Warrants for leavying the Penalties on them, being exposed thereby to the Charge [..]
Accons. wherein it lies on the Justices & Constables to Move, Either that they Su [..]
or deale more in Strong waters than in other Goods, which Points are Scarse ever to [..] moved,
but by theire Customers or Servants, & they are generalls unwilling witnesses, & not easily prevaild on to [..]
informe or give Evidence agt. them.
