Upon Complaint made unto this Court by Robert Thornhill< no role > &
John Milner< no role > Esqrs . two of his Maties. Justices of the peace for
this County that severall victuallers who inhabite & keep
publique victualling houses within the said County were at
the Generall Sessions held for renewing ofLisencesLicenses within
the said Division at the Court-house in Bloomesbury were
by the Justices of the peace there assembled refused to have
any Licenses in regard some of them were Roman Catholicks
& others keept disorderly houses & notwith standing such victuallers do [..]
still continue to keep such victualling houses withoutLisenceLicense or have since
surreptitiously obtained Licenses for soe doeing fromsuchsome Justices
of the peace who were not prsent. at such Sessions & that these
Licenses which were granted at such Sessions were not filled
up & delivered out to the victuallers who obtained such Licenses
in due time & some of them are not yet delivered out to the
victuallers to whom they were grantedthe at the same time
they paid for them by the ptho' paid for at the time of granting
thereof And that the Clerks of the severall Justices of the peace
who after the times appointed for generall renewing of
Licenses are applyed to by severall Headles & others to obtain
new Licenses to be granted to victuallers who sell beer & ale
by retaile doe exact & take of such victuallers extravagant
sumes of money forrenewingobtaining of such Licenses & keep them
long in their hands & never bring them at all to the Clerke
of the peace for this County to be entred & registred And by
these means great abuses daily happen to his Maties. Subjects
For redressing of the sd. abuses for the future It is ordered by
this Court that it be & It is hereby recomended & referred to
