January 1800.

"in the House of Correction in cold Bath fields who is
"at present in Tothill fields Bridewell with a view to
"as certain the truth of his assertion Vizt.. That his
"Health has materially suffered by the Severities he
"experienced there; I am informed he passed
"four or five days in an apartment situated high
"in the Prison which I visited and found very
"Dry and Clean and which appears to me as well
"adapted to preserve the life and health of Persons
"Confined as any I ever saw the Man who attended
"that part of the Prison and who saw him three or
"four times a Day there assures me that he made
"no Complaint during the time only he said that
"he had been subject to the Rheumatism for some Years
"the Keeper say's he took his food well, he did not express
"any desire to be removed to the Sick Ward nor to
"have the assistance of the Medical Gentleman who
"attends the Prison, It was observed that when
"he was removed from thence he walked as well
"as when he went in, and made no particular
"Complaint, I found a Man in the Apartment
"in which Cantrell was confined lying in a Clean
"and Comfortable Bed, who had been there some
"Days he told me he had no reason for Complaint
"against the Apartment or any part of the treatment
"he had received, Iam Sir, Your most Obt. Servt..

"In Addition to the above remarks on
"the Case of Cantrell, I am of Opinion that his
"Rheumatic Complaints did not arise from his
"Confinement in the House of Correction in Cold
"Bath Fields

"R; Budd."

And Your said Committee further Report
That upon Viewing the several parts of the Prison
and particularly the cells in which the Mutineers
are confined the Prisoners appeared healthy but
most of the Mutineers Complained that the Prison
Allowance of Food was not sufficient for them
