November 1796.

close Confinement for several Weeks and kept on Bread and
Water only should now be allowed the same provision as
other Convicts and be permitted to take fresh Air their healths
being at present impaired and should the Cold weather
continue it may be attended with danger of their Lives

< no role > the Prisoners who on Account of their refractory
and improper Conduct had been restrained both in respect
of their Liberty and Food should be put upon the same
footing with the other Prisoners both in respect to their Food
and other Indulgencies they having expressed their
sorrow and contrition for their past behaviour

And the Court being of Opinion that it might be of
advantage to adopt the Plan of the Count Rumfords for the
saving of Fuel provided the same can be constructed at a
Reasonable Expence.

Resolved That it be referred to the Prison Committee
to receive Proposals for the constructing a proper Apparatus for
the purposes aforesaid and to carry the same into Execution at
such time as shall appear to them expedient and proper.

By adjournment same Day.

Resolved That it be recommended to the Justices of
this County to commit all Young Offenders to the House of
Correction instead of the New Prison .
