before his Declaration upon such Scrutiny; such as were present disceisued a [..] manifest Differences
But it cannot be imagined, that when, upon his own strict Examination, there remain'd an Equaty
for Mr. Colt and Mr. Jenkins, the throwing in his our, Vote, out of time, in Favour of the Mr. Colts
should be passed over in Silence; since it is apprehended the Rights and Privileges of all [..]
Electors are thereby invaded; and one of the Candidates depriv'd of an Office, to which he was
with pressing Importunity invited; and in the opinion of his Freinds, who is fully
apprized of the whole procedure, without Question, duly elected This Act of the Aldering
is matter of various speculations, and become the Subject of most Conversations in the City,
especially in this Ward. It is hoped that he apprehended, at least, he had such Authority
but supposeing that he conceived, or was advised that he was right therein, yet it may be
further presum'd from his known Character, and Strict Justie, that he would not Deviate
from truth, for any particurlar Views, and would be Glad of an opportunity of answering
any Cavils that may he incrimated against him, in the votes which he has allowd and
disallowed, especially if they appear built upon a time State of Facts, which all
invariable, and not to be eluded. Such a State is here laid before him, and the Publican
to which it is hoped that there will come way or other be given a Satisfactory Answers
to quiet the minds of the Electors, and confirme the Generall opinion which hath
prvailed, that he is an Upright and Candid Magistrate. The Names and Case of four
Persons disallowed upon the said scrutiny, as Bad Pollors for Mr. Jenkins Etc William [..]
objected has no Household & not paying to scavenger It was proved by his Landlord and [..]
that he had lived in a House of above w.I. per Ann and paid Tent le [..]
past, that he was Rated to the Scavenger, but had not been called upon by the Collector [..]
the rare of severall more in that precinct, that he was otherwise qualifyed, as paying [..]
thirty shillings Par ann: to other Rates, which was not contradicted. Robert Har< no role > [..]
To as no Householder, paying to Poor, Orphans, Scavenger and Walsh. It was declared [..]
himself that he had fined for ward offices, and & paid all Rates at his own City that [..]
then Church Warden of his Parish; that tho' he Aved in a House belonging to the [..]
Bank Company to whom he was also secretary, yet he paid the said company [..]
