& the Prisoners confined in their of Cells

found them all delegently employed in
picking Oakum except one-Cooksey,
represented by Mr. Haslam & by the Servants
belonging to the Hospital, [..] in a State of
Insanity-having torn his Strait Waistcoat
to Regs, & bring necessarily confined by them
cuffs &c
