Novr. 1799.The Committee having considered the two Proposals laid
before them for Erecting the Drug Mill, and examined severally
Mr. Jones and Mr. Leman upon the subject, find Mr. Leman's
Estimate to be the lowest, Vizt £123..16..6;Mr. Jones's being
£130..14..- And having reason also to be satisfied with Mr.
Leman's undertaking, have agreed to employ him, and given
directions accordingly; his Estimate having been signed by him
and deposited with the Clerk.

under Lottery Act,

Clerk to draw Case
respecting themThe Committee taking into Consideration the Proceedings
of the last General Court, of the 31st. July last, whereby the
Order of June 12th. for Employing Prisoners Committed under
the Lottery Act, was directed to be suspended, and having
referred to the Proceedings of the Prison Committee of the 26th.
October 1792, upon the Authority of which, their aforesaid
Order of June 12th. was made, and being anxious to avoid such
difficulties in future, in the execution of their duty; think
it necessary and proper to obtain the opinion of Counsel upon
the point in question; The Committee therefore request the
Clerk to draw up a proper state of the Case, which he will
present to the next Sub-Committee, in Order to take the
Opinions of Mr. Recorder and the Common Sergeant thereon.
