Upon Reading to this Court a Report from the Comee to whom it was
Referred to Inquire into the State of this house under the hands of John Tayler< no role >
Esqr . Treasurer Phineas Cheek< no role > Esqr . John Martyn< no role > Esqr . Thomas Rawlinson< no role > Esqr
Mr. Thomas Nicoll< no role > & Mr Samuel Koble< no role > five of the Governor s of this Hospital
date this day as followeth vizt. In Pursuance of an Order of Court of the 9th day of Decemr
Last This Comee haveing had Several meetings to Inquire into the State of this
house & the Books as well antient as Recent haveing been laid before them & inspected
they fined that Several Orders have been made from time to time for the better
regulation and Governmt. of the house but tho it has been often inquired after it does
but appear that may General Rules on Orders have been at any time Settled whereby
all the officers Workmasters & Servants might know their respective DutysThe
Orders wchhave been hitherto made by vertue of the power given to the Govrs.
of ye hospital by ye Charter of Foundation from the most Excellent Prince King
Edward the 6th of Pious Memory (a Copy whereof was likewise laid before the Comee)
have been varyed & extended from time to time as occasion requiredAnd as
the Artsmasters & then apprenticed are ye most numerous So they Seem to be a very
disorderly part of the Hospital therefore ye Comee have taken that Branch first into
Consideration & are to me to the following Resolutions thereupon Vizt.

That the artsmar . Should Enter into proper Covenants to be subject to the Orders
of the Govrs. & Shoud give good Security for the performance of those Covenants

That the names of the Securitys Should be read over Annually to the Comee of
the house a Week before the General Election day that a Report may be made by
the Comee if they find any of them dead or become insolvent in order to have better
security if there Shod be occasion

That each artsmar Shou'd Constantly see all his Apprentices go from his
Appartmt. to the Chappel every Sunday before him & that he & they Should be in their
places in ye Chappel before Divine Service begins

That the Porter Shoud Keep a Book wherein he Shou'd Enter every night the comee
of the artsmar. as well as the apprentices who come in after Ten oClock & the pticular
time of then comeing inAnd that ye Gates of the Hosptl. be Constantly kept Shutt
at ye usual hours of nine in P minute & Ten in the Summer timeAnd that ye sd Bood be read over at every Succeeding Court

That the Gifts of Mr. Lock & Mr Fowks be with holden from Such of the Apprentices
as run away from then Masters & that more or Less then Ten pounds be given to others
according to such account as the Court Shall receive if their behaviour during their
apprenticeships.

And for the better Regulation of the Hospital It is ye Opinion of the Comee that it
is fitt that ye particular Business of every officer of ye House be distinguished under its
proper head & hung up in a Table in ye sd house and Shed ye Comee of the House (for ye time
being) do examine & See yt. ye respective officers are Comformable thereto, or that they do Report
their default to ye next Court

And it haveing been represented that Several Servants of this Hospll are in arrear
wth their Rents & that a proper authority, is wanting to some person to Collect or distieign
for ye same This Comee is of Opinion that a State of the Revenues belonging to this & ye other
Hospll. of Bethlem be yearly drawn out by ye Clerke Steward (vizt) at Hudsumr. & that ye names
of Such Tents. (who Shall be above 12 Months in Arrear 10th their Rents) be lay'd before the their
next Court in order for proper directions to be given for their being Sued for such as years And that in
the mean time ye Steward of this Hosptl. to give notice to ye respective ye [..] to pay in ye Same

And for the better Managemt. of the Revenues of these Hosptll. It is the opinion of the
Comee yt ye. General account yt ye sd. Revenues be audited in 6. Months after ye Expiration of [..]
year & that a Book be prepared & kept by ye Clerk for Entring all ye Benefactions that are or
Shall be made to ye sd hosptls: that it mat thereby be better Kurson wh. Such Benefactions were
from whom made as an Incomagemt. & Inducemt. to other well disposed persons to fellow So
good Examples All wch is nevertheless Submitted to the Judgmt of the CourtIt is orderd
by this Court that is be Referred back to ye same Co [..] ge to preserved further in ye sd Inquiry &
to Report the Same with their opinion thereon to this Court.
