of Accommodation which a Governor of a Correction House can
reasonably desire - Every resistance should be made to any
increase of Expence upon the County that can possibly be avoided.

The Rules and Orders relative to the Task master
next fall under the review of the visiting Justices.

These Rules have been complied with perhaps to as great an
extent as the Infancy of the Institution will admit but by no
means to that extent which will become indispensably necessary
when system and method is introduced, which must be done by
degrees and will be a work of time.

The hours of labour are strictly adhered to, but the
weather for the last two Months has been so unfavourable as to
under it necessary to suspend in many instances the employment
of the Prisoners on account of the intense Cold and hence it is
that their labour has been much less productive than it would have
been in an open Winter.

The specification of this labour is detailed as follows.
