The County of Middlesex besides from its situation
being the General Receptacle of the Idle and disorderly from every
other part of His Majestys Dominions labours under many
Expences in a degree unknown to the other Counties within this
Kingdom the numerous poor with which every parish is infested
the vast Expence consequently incurred in passing or maintaining
them the apprehension maintenance and Conveyance of Vagrants
The Support of the many Goals and maintenance of the vast
numbers of prisoners there Confined together with the unavoidable
inequality of the County Rate The Expence of [..] which coming out of the poors Rate lays a burthen upon the Shoulders
of the Industrious Housekeeper Etc which in times like these he is
but little able to Support

Added to these large Expences should the payment
of these fees fall upon the County Revenue the augmentation of the
County Rates must necessarily follow against which won at
present there is so much murmering that the consequences of a
further increase are Justly to be dreaded

Upon the whole therefore the Justices hope
that Your Lordships will be pleased to take
this their Memorial into Your Serious
Consideration and make such provision in
the premises as will case the County of Middlesex
of this new and ponderous burthen either by
making the payment of these charges a
condition with the Contractor as heretofore
or otherwise as to Your Lordships shall seem
meet

Your Committee approved of the said Memorial and
ordered Mr. Eyles to apply to Sir John Hawkins< no role > to request that he
would Sign the said Memorial and present the same as Chairman
of the Sessions or that he would give such directions to Mr. Eyles
respecting the presenting thereof as he should think proper

And the said Committee Further Report

That having taken into Consideration the
Order of reference to this Committee Vizt. "To Examine into the
"State of New Prison and Clerkenwell Bridewell in Order to
"See what alterations it may be necessary to make therein either
