and by their Order or leave of wch. Mr Nisbett has paid to Sr.
Daniel Dolyns< no role > Twenty pounds only so remains in his hands
£19.11s.0d. wch. is not yet paid tho' no applicacon has been wanting
on the part of the Comittee. Mr. Daniel Holworthy< no role > who
will be herein after menconed Charges Mr. Nisbett with £10.3s
8d. more paid to him by order of Wm. LIoyd< no role > Esqr . Treasurer in 1720
which if true will increase ye. demand on Mr. Nisbett to £29.14s.8d.
& yet this £10.3s.8d. Mr. Nisbett brings in as an arrear uncollected
in Mr. LIoyds Account of 1720. And we take this occasion to
observe how inconvenient it is for the Treasurers to committ
any Clerk or other Deputy to receive & keep in his hands the
publick Money for them wch. is hereby Subject to great hazards and
frequent Losses either to them or to the County for preventing whereof
for the future, your Comee. humbly propose that it may be made &
declared to be a standing order, that the Treasurers of this &
all other Rates are and shall be (as we conceive by Law they
are) accountable & chargeable with all Moneys wch. shall be
received by their Clerks or other Deputies by them appointed
and this is the rather necessary, in as much as ye. Treasurers
only & not their Clerks or Deputys Seem to be within the
Statute of 43. Eliz: C.3. relating to this Rate by which
Statute the Church Wardens or Petty Constables are to
levy this Rate by Distress & pay it to the High Constables
quarterly ten days before each Quarter Sessions on payn
of 23s. & the high Constables to pay it over to the Trears
quarterly in quarter Sessions on pain of 40s. for each
default, to be Levyed by Distress, & the Treasurers,
or their Executors neglecting their Duty or not accounting
to be Fined in Quarter Sessions as they shall think fitt,
So as no Fine on them be less than five pounds wch. are all ye.
Remedies we can find for in forceing the Collection and
payment of this Rate, & wch. on observing such large arrears
we thought it our Duty to lay before you

Marshalsea
Kings Bench &
Hospitalls.}

The Accots. of the Several Rates for the Marshalsea
Kings Bench & Hospitals being also referred to us, It will
be necessary to observe that this rate as well as the
former for Maimed Soldiers, has been constantly raised
for many Years past under the direccon of two Treasurers
who have been generally high Constables one for the Hundreds
of Ossulston Edmonton & Gore , the other for the Hundreds of
Elthorne Spelthorne & Istleworth & by them is or ought
to be accounted for to the Sessions The Quota for the
whole County is £43.13s.2d. of wch. £30.4s.6d. is payable
by Ossulston Edmonton & Gore & £13.8s.8d. by the other
3 Hundreds, your Comittee here as in the former rate, to
