Committee having accordingly taken the said matter into Consideration
hereby Certify. That it Appears to your Committee that the
Steward not only well knew but consented to Mr. Horne's carrying
or ordering the Provisions to be conveyed to his House and sorry he is
that he did not discover the same to the governors sooner but that
it is the Opinion of this Committee that it was through fear and
not corrupt intentions that he was quilty of this Breach of his duty
for that it does not Appear that he ever had made any advantage
of what he had done and that he had therefore informed the
treasurer of these Practices at the Instance of Dr. Monro That it is
the Opinion of this Committee That
