of Election feast concerning

Steward, [..] ordered that become

being a Govr}

Upon Reading a Representation of the Steward's of the Election Feast bearing
date the 13th. of this instant July under the hands of the Right Hoble the Earl
of Winchilsea & Nottingham, Walter Pryse< no role > Esqr ., Philip Searth< no role > Esqr , Mr. Edward
Chowne
< no role > , Mr. Mark Holman< no role > , Mr. Richard Baily< no role > and Thomas Russell< no role > Esqr , in
the words followingThat it appears to us by the Books in the Hospitall
that there are several Governors of these Hospitals now being in health and very
way qualified to serve as Stewards who tho applyed to for that purpose, from
time to time either neglect or refuse to serveThat several of us the present
Stewards ought not according to a due Rotation to officiate this year Yet to supply
the want of those Gentleman who ought in course to serve and refuse, and to
prevent inconveniencies we have acceptedThat Mr. Gilbert one of the
Governors whose turn it is to serve this year has sent to us Twelve Pounds
with a Message that it was as a Fine to execuse him from serving, Upon which
we sent him for Answer that we would get the opinion of the Court thereon
That more difficultys have arisen this year than usual in endeavouring to
prevail with Governors to serve and we are fearfull it may encrease for the
future unless some time precaution be hadTherefore we here lay
before the Court an Expedient which we apprehend may prevent the same for
the future Vizt.

"That the Governors be wrote to in their turns as usual to serve as Stewards of the
"Election Feasts and if any Governor shall for two years together refuse to serve
"either in person or by Proxy, he shall be struck out of the List of Governors, unless
"he shall within that time pay to the Treasurer for the time being Twenty Pounds
"to be applyed as the Court shall direct and in case of such payment the
"Gentleman paying to be continued in the List of Govrs. as if they had actually served [..]

That in regard Mr. Gilbert (who is in the Country) apprehended twelve pounds
sufficient to excuse him and his paying it being as we are informed the first instance
of that kind, we are of Opinion if the Court shall think fit, that Mr. Gilbert
be excused from serving the office of Steward and his name continue in the List
of those Gentlemen who have served StewardsWe are induced to make this
Representation because it appears to us by the Books that on the 16th. of May 1718
the Court ordered the names of Nathaniel Axtell< no role > Esqr . Sylvester Petitt< no role > Esqr . and
Mr. Mottershed to be left out of the List of Governors for refusing to be Stewards of
the Election Feast when it came to their TurnAll which we submitt to
the CourtThis Court having considered of the said Representation
Doth Order that the Twelve pounds sent by Mr. Gilbert be returned him
and he acquainted that unless he serve Steward the next Year he will be
Struck out of the List of Governors of these Hospitals.

Mr. Treasurer reported to this Court that Mr. Joseph Withers< no role > was
desired by the Committee of this House to employ two persons to keep the Prisoners
to work till a new Hempdresser was chosen and to provide Hemp for them to be
beat and the Comittee would take care he should not be a Sufferer by itAnd
the said Mr. Withers laid before the Comittee the following Account of the
Prisoners labour for 15 days past and the Charge he has [..] in employing
them Vizt147 Prisoners has beat in 15 days £13.. 2s [..] of Hemp which
makes 598 [..] Pennies


The employer pays two Men 12d. a day each for looking after the
Hemp beating & keeping the Prisoners to work 15 days is
1 10..-

The least that can be allowed for the Boys loss of time in attending
on the Prisoners going out on their necessary occasions at 6d a day is} -..7 6

At this rate the £13.2s [..] -d of Hemp beating stands the employer in1..17 6


And at £2.6s P [..] the new price of Hemp beating this £13..12s [..] of Hemp
would be beat for
