<p n="2066"> THAT great difficulties may occur in obtaining an amendment of<lb></lb>
the present laws; and therefore the Committee apprehend that the first<lb></lb>
and most proper step towards reducing those expences which this Com-<lb></lb>
mittee hath been appointed to inquire into, will be by making a full<lb></lb>
and open representation of the facts which have occurred to them, and<lb></lb>
of the observations arising thereupon to the Magistrates of every other<lb></lb>
County at their Quarter Sessions, in hopes that by a more particular<lb></lb>
attention of the Magistrates of different Counties to the regular exe-<lb></lb>
cution of the present Vagrant Laws, the burden which now lies so<lb></lb>
heavy on the Counties of <rs type="placeName" id="LMSMPS50809_geo1849">Chester</rs>
<interp inst="LMSMPS50809_geo1849" type="placeName" value="Chester"></interp>
<interp inst="LMSMPS50809_geo1849" type="type" value="undefined"></interp>
and <rs type="placeName" id="LMSMPS50809_geo1850">Lancaster</rs>

, and is in various<lb></lb>
degrees felt by the public in general may be so far alleviated as to re-<lb></lb>
main no longer an object of such serious complaint.</p>
<p n="2067">THAT if it shall be found upon experience, that such representa-<lb></lb>
tions to the Magistrates of other Counties has not the desired effect,<lb></lb>
it will then be proper for the Magistrates of the <rs type="placeName" id="LMSMPS50809_geo1851">Counties of Chester</rs>

to consider in what manner the present Vagrant Laws<lb></lb>
may be altered or amended so as to afford effectual relief to those<lb></lb>
Counties from the burdens they at present labour under.</p>
<p n="2068">THAT this Committee recommend it to the Magistrates of the Coun-<lb></lb>
ties of <rs type="placeName" id="LMSMPS50809_geo1853">Chester</rs>
<interp inst="LMSMPS50809_geo1853" type="placeName" value="Chester"></interp>
<interp inst="LMSMPS50809_geo1853" type="type" value="undefined"></interp>
and <rs type="placeName" id="LMSMPS50809_geo1854">Lancaster</rs>
<interp inst="LMSMPS50809_geo1854" type="placeName" value="Lancaster"></interp>
<interp inst="LMSMPS50809_geo1854" type="type" value="undefined"></interp>
at their respective Quarter Sessions of<lb></lb>
the Peace, for the said several Counties to present the foregoing Facts,<lb></lb>
and to make the following requests to the Magistrates of the several<lb></lb>
other Counties and inferior Jurisdictions in this Kingdom.</p>
<p n="2069">THAT the Magistrates of the different Counties and other Ju-<lb></lb>
risdictions be requested to make orders at their Quarter Sessions<lb></lb>
for regulating the mode and ascertaining the allowances for ap-<lb></lb>
prehending and conveying Vagrants in their respective Districts.</p>
<p n="2070">THAT it also be requested of the Magistrates granting Passes<lb></lb>
that they do in the examinations of all Vagrants specify the<lb></lb>
places of their last Settlement or Residence, and the circumstances<lb></lb>
which occasioned them to become Vagrants.</p>
<p n="2071">THAT it be recommended to the Magistrates granting Passes,<lb></lb>
to adhere to the directions of the Act of Parliament as to the<lb></lb>
form of the Pass, and not to prescribe the particular mode of <lb></lb>
conveyance in the Pass, but leave the same to the discretion of<lb></lb>
the Magistrates in the several Counties through which the Va-<lb></lb>
grants are conveyed, according to the condition and circum-<lb></lb>
stances of the Vagrants when they arrive in such respective Coun-<lb></lb>
ties. And that it also be recommended to the Magistrates in<lb></lb>
the Counties where Vagrants shall be brought by Passes, not to<lb></lb>
attend or confine themselves to any mode of conveyance which<lb></lb>
