to consider of the most Effectual means to provide for the better<lb></lb>
defence and Security of the said County, City and Liberty, held<lb></lb>

; His Grace the Duke<lb></lb>
of Northumberland having Suggested to the Meeting, that<lb></lb>
for the Preservation of<del>the</del>
Peace and good order therein, it has<lb></lb>
become necessary to put the Civil Power upon a more Effectual<lb></lb>
<del>and regular</del>
Establishment; The Committee were unanimous<lb></lb>
-ly of Opinion that until a proper Plan for that purpose be<lb></lb>
formed and carried into Execution, an offer should be made<lb></lb>
to the several Parishes within the <rs type="placeName" id="LMSMPS50735_geo7">City and Liberty of<lb></lb>
Westminster</rs>

are contiguous thereto, that the Officers belonging to the<lb></lb>
Royal Volunteer Companies should during the space of Two<lb></lb>
Months give their Attendance with their Noncommissioned<lb></lb>
Officers at proper Times in the said Parishes, in order to instruct<lb></lb>
Such Housekeepers and other respectable Inhabitants who<lb></lb>
have engaged, or may be willing to<del>bern<obscured></obscured>
ted in</del>
learn the Use of<lb></lb>
Arms for the purpose of assisting the Civil Magistrates in the<lb></lb>
Preservation of the Peace when occasion may require; And also to</p>
