Use ill Use has been made of the Exception in this Clauses.</p>
<p n="60">1. Itt has Putt all<obscured></obscured>
orts of Ju<obscured></obscured>
or Siades on Selling Strong waters, being by this Keeper Freed<obscured></obscured>

Quarteing Soldiers, under pretence of dealing more in other Goods.</p>
<p n="61">2. Most of those, who deale in Strong waters only, & get theire whole Lively hood by Selling than by<obscured></obscured>
<lb></lb>
Sett up Little Stiles, where they distill small Quanties only, & yet<gap reason="illegible"></gap>
insist they are<lb></lb>
thereby distillers within this Exception, and as Such to be excempted from Quartering<obscured></obscured>
<lb></lb>
& taking Licences, the<obscured></obscured>
greatest Inconveniences, which attend those, who keep any<obscured></obscured>
<lb></lb>
of Publick houses.</p>
<p n="62">3. By these Meance, the Alehouse keepers & Victuallers have been in many Places over<obscured></obscured>
<lb></lb>
with Soldiers to the Ruin of Severall, & unpo<obscured></obscured>
shment of many more, especially Since the<lb></lb>
Victuers have been alsoe excused.</p>
<p n="63">These Brandy Shops seem to deserve the least Incouragement or P<obscured></obscured>
ledge, of any Publick house<obscured></obscured>
<lb></lb>
as they are found by Experience, to be the Cause of more Mischeife & Inconveniences to th<obscured></obscured>
<lb></lb>
<obscured></obscured>
owne, than all other publick houses<obscured></obscured>
together, and<obscured></obscured>
wee are infound by severall<lb></lb>
Phisitians, are most likely to prepare & dispose the bodies of those who usually drink<obscured></obscured>
<lb></lb>
Liquors, by weakining & overheating them, to receive any Infection, which may be brought<lb></lb>
in among us, from other Places or Causes.</p>
<p n="64">Under the Cover of this Exception, almost all that Sell Brandy or General,<obscured></obscured>

from Quartering of Soldiers, contrary to the Intention of the Parliament, as is Conceived, &<obscured></obscured>
<lb></lb>
Occasions threaten the <rs type="occupation" id="LMSMPS50198_occ10">Justices & Constables</rs>

By which meanes the Constables are afraid to doe theire duty, & execute the Justices<obscured></obscured>

Warrants for leavying the Penalties on them, being exposed thereby to the Charge<obscured></obscured>
