<p n="1098">supposeing a poor Prosecutor not to be extraordinarily<lb></lb>
delayed or out of the comon course, and that he obtains<lb></lb>
his money at last without any extortions deduccons<lb></lb>
whatsoever, Yet the known & established method of passing<lb></lb>
thro' soe great a Number of Offices, and referrences back<lb></lb>
againe from one to the other before the proclamacon<lb></lb>
Reward can be obtained and the excessive and<lb></lb>
unreasonable delays and hardships consequent thereupon<lb></lb>
were and are highly discourageing to Such poor prosecutors<lb></lb>
as are for the most part the persons intituled to these<lb></lb>
Rewards, whereupon the Committee upon this head<lb></lb>
unanimously came to the following Resolutions (vizt.)<lb></lb>
That it appeared to the Committee that one great cause<lb></lb>
of the increase and frequency of Street Robbers and<lb></lb>
other Felons and persons returning from transportacon<lb></lb>
is the extreme difficulty which persons apprehending<lb></lb>
and prosecuting Such offenders meet with even in the<lb></lb>
usual form to be passed thro' for obtaining the<lb></lb>
rewards due to them as well by his Maties. gracious<lb></lb>
Proclamacon as by Act of Parliament for the<lb></lb>
apprehending and convicting the offenders therein<lb></lb>
menconed respectively.</p>

In the next place The Committee observeing upon<lb></lb>
severall of the returns from the petty Sessions above<lb></lb>
menconed That very ill and Suspicious People were<lb></lb>
frequently taken by the peace Officers out of publick<lb></lb>
houses, and brought before the Justices and by them<lb></lb>
committed as the case required, But not observeing<lb></lb>
that notice was taken by the <rs type="occupation" id="LMSMGO55600_occ1552">Justices of the Keepers</rs>
