<p n="1612">{There seems great jest manifested in the Execution of His Majestys Commands throughout this Contract, The List laid before The<lb></lb>

and others on Board the Hulks and<lb></lb>
that list is not only alluded to in the Order of Council, but is particularly taken notice of in the Warrant authorizing Mr<lb></lb>
Shelton to Contract, but how are the Kings directions or the Command in the Warrant complied with? different persons from those<lb></lb>
proposed are sent, and the excuse is that those omitted are too old for the Voyage it was certainly the business of the Person<lb></lb>
applying for the warrant to contract to have considered this previous to laying a list before the King that it might have corresponded<lb></lb>
with the Order of Council and with his Warrant m m m m m - for if these Exceptions are suffered to be made by Contractors and keepers<lb></lb>
after obtaining His Majestys Warrant for a direct purpose it must afford the most Gross partiality in the Transportation of Councils<lb></lb>
while it opens a Channel for Bribery and Shameful oppression, it perhaps will not be improper to conclude the observation by one hint<lb></lb>
that is, it would be a rare instance for a Transport who had no money to be represented useful in a Gaol, there are in Newgate some<lb></lb>
few at this instant represented to be so tho' a great Number of Orders for Removal of Convicts have been Sent, if Justices was done the Public<lb></lb>
