allowances shall be paid out of the County Rate - 2w<lb></lb>
What mean the above Terms "Expences and allowances" is<lb></lb>
the County Rate to be liable to the payment of the said Houses<lb></lb>
and the Materials Keepers Workmen and Servants - This<lb></lb>
Question is suggested in part by the 29th. Clause which<lb></lb>
charges the Expences of building or purchasing Houses<lb></lb>
and providing Stock on the Poor Rates with the Power to<lb></lb>

to borrow (if the Sum wanted exceeds £100) on<lb></lb>
Bonds of £50 each bearing Interest both principal and<lb></lb>
Interest being chargeable on the Poor Rates</p>

That the Office and Business of Guardian as it is here<lb></lb>
stated seems to require that he should be renumerated<lb></lb>
and that he should not only have Clerks but numerous<lb></lb>
subordinate Agents Charges of Stationary Messengers Etc<lb></lb>
all which must be attended with great Expence yet no<lb></lb>
express provision is pointed out how this Expence is to<lb></lb>
to be defrayed - if from the Poor Rates it will be a<lb></lb>
great addition to the other Burthens imposed on the<lb></lb>
said Rates by this Act</p>

That the Guardian (or Guardians if more than one)<lb></lb>
elected by Ballot of the acting Visitors (according to<lb></lb>
Clause 39) has the property vested in him or them<lb></lb>
of all the Goods Materials Monies raised for the use or<lb></lb>
relief of the Poor Etc yet those paying the Rates have<lb></lb>
not any voice in the Election either of the Guardian<lb></lb>
or his Electors.</p>

That though we cannot possibly ascertain the<lb></lb>
extent of Fees to be taken by the Clerks of Justices in any<lb></lb>
Matters relating to Execution of the Act yet they must<lb></lb>
necessarily swell into an Annual Sum of great magnitude &<lb></lb>
by the multiplicity of objects the Act embraces and as far<lb></lb>
as a Judgement may be formed by anticipation their<lb></lb>
Amount must be another very heavy charge on the Poor<lb></lb>
Rates to reimburse them in populous Parishes.</p>
