Dr Kennett informed the Court this having
received a Letter intimating that a Meeting
was prepared to be held at a private House
he had communicated the same to the Secretary
of Stale for the Hone department which was
thought by the Meeting to be the proper Step
to be taken on such an Occasion

Dr. Kennett desired to the informed by the
Meeting whether in their Opinion Magistrates
cauld legally appoint Special Constables
