County to levy the County Rate within the Liberty of the Tower
of London
and the proper mode of enforcing the payment of it

Took into consideration the Order of Referrence to his Committee
made at the last Session Vizt. "To consider the rights of the County to
"levy the County Rate within the Liberty of the Tower
of London and the
"proper mode of enforcing the payment of it."
Mr. Eyles laid before the Committee a printed Paper entitled A
"Copy of the Record of Affirmance, by the Court of Exchequer
at Westminster
"of the Liberties Privileges Franchises Immunities and Exceptions
"granted to the Inhabitants of the Tower
of London by Letters Patent
"of 3d. King James 2d. Whereby it appears among other things the
a certain District therein particularly mentioned as delineated in a
Schedule to the said Letters patent annexed and which said district
appears to include the Liberty of the Tower
within the Liberty of the Tower
without the Liberty of Well Close the Liberty of the Old Artillery Grounds
and the Parish of Trinity Minories
is constituted the Liberty of His
Majesty's Tower of London
That the said Liberty should be for ever
thereafter exempted and freed from the Government and correction of the
Justices of the Peace
and Coroners of or within the County of Middlesex
and from all Tower Authority Privilege and Jurisdiction of them or
either of them that the Chief Governor of the Tower
should by himself or
sufficient Deputy execute all Writs within the said Liberty. That a
Sessions of the Peace should be holden within and for the said Liberty
that Justices of the Peace should be assigned and appointed from time
to time to hold the said Session that the Sheriff and Justices of the peace
and Coroners as also all other Officers and Ministers within the City of
London
and County of Middlesex
and all other Bailiffs Officers and
Ministers of any Courts whatsoever are strictly enjoined and forbid
to intromit or intermeddle in the said Liberty that there should be
a Court house for Tryal of all Indictments to be commenced within
the said Liberty and a Prison within the said Liberty for the Custody
of Persons committed arrested or taken by the said Court or by virtue
