is an Accient Brro. That they<lb></lb>
have known it five & Thirty years & been Burgesses near twenty Years and have been present at a great many Elections of the Mayor & Bayliffs of the sd.<lb></lb>
Borro. That the sd. Borro. consists of a Mayor two Bayliffs & an Indefinite Number of Burgesses That they are Informed & belive That by the Charter<lb></lb>
of King Edwd. the third granted to the sd. Corporation it is directed that the Bursesses do Yearly from amongst or of themselves choose a Mayor &<lb></lb>
other Minister or Officers of the sd. Borro. That the Election of a Mayor & Bayliffs according to the Ancient us age of the sd. Borro. has been & ought to be<lb></lb>
as they believe Yearly on the Thursday next before Nichas Day that the Mayor Bayliffs & Camon Council or Aldermen of the sd. Borro. at several<lb></lb>
times for sevl. Yeas last past have insisted on a right to name two of the Council or Aldemt. of the sd. Boro. as Lytes or Candidates for the Office<lb></lb>
of Mayor of the sd. Borro. and that they Burgesses are Obligaed to choose one of the two To named and not any other person into the Office of Mayor<lb></lb>
of the sd. Borro. And also to name four of the Burgesses of the sd. Borro. as Lytes or Candidates for the Office of Bayliffs of the sd. Borro. and that the Bargesses<lb></lb>
are Obliged to choose two of the four so named & named & not any other persons into the Office of Bayliffs of the sd. Borro. And that the Burgesses<lb></lb>
are Obliged to choose two of the four so named & not any other persons into the office of Bayliffs of the sd. Borro. and that such right was presended or set up<lb></lb>
to be by Virtue of some By Law of By Laws of the Borro. Notwith Standing the sd. direction of the sd. Charter & which Charter was Accepted by the<lb></lb>
sd. Corporation as these Depts. have heard & do beleive & which presended right has been sevl. times opposed by the Burseses who have insisted<lb></lb>
on their free right to choose a Mayor according to the sd. Charter That on the 28th. day of Septr, 1752 (being the Thursday next before Nichas day)<lb></lb>
The Corporation assembled as usual to choose a Mayor & Bayliffs for the Year Ensueing and the then Mayor Bayliffs & Council or Aldermn. of the<lb></lb>
sd. Borro. then & there insisted on the sd. Presended right to name two of the Council or Aldermn. as Laytes or candidates for the Office of Mayor &<lb></lb>
four of the Bursesses for the office of Bayliffs And the Burgesses then & there Opposed & pretested agt: the same & insisted on their right to choose which<lb></lb>

the sd. Borro. was then & there proposed or put up by agreat Number of the Burgesses a fit person for the Office of Mayor and they proceed to an<lb></lb>
Election and that thereupon the sd. Wm. Blount had 31 Voices & the sd. Mr. Wm. Beadall had 22 Voices & no more & the sd. Mr. Read had only<lb></lb>
one Voice Notwithstanding which the then Mayor did thereupon then & there declare the sd. Mr. Wm. Beadall to be duly Elected into the Office<lb></lb>
of Mayor of the sd. Borro. and on the Nichas day next following being the usual day for that purpose) swore & Admitted the sd. Wm. Bread all into<lb></lb>
that Office & delivered to him the Regalia of the sd. Office of Mayor & refused to Swear & Admitt the sd. Wm. Blount into that Office as these Depts.<lb></lb>
have heard & do believe which Occasioned several disputes in the sd. Borro. & other Inconveniences there & some suits or porsecutions<lb></lb>
in this Honble Court as these Depts: have heard & do beleive And these Depts: severally say that on Thursday the 27th. of Sept last past (being the<lb></lb>
Thursday before Nichas day & the usual day for that purpose) the Corporation assembled as usual for the Election of the Mayor & Bayliffs of the sd.<lb></lb>
Borro. for the Year then next Ensuing at which Court or Assembly (in order or with intent to restore peace & quiet to the sd. Borro.) both the sd. Wm.<lb></lb>
Bead all & Wm. Blount were Present & respectively presided & after the sd. Court or assembly was opened one Leeds Brough was Admitted afreeman<lb></lb>
of the sd. Borro. by Patrimony and then the sd. Wm. Beedall acquainted the sd. Court or Assembly That the sd. pretended right of nameing or putting up<lb></lb>
Lytes or Candidates for the sd. Offices of Mayor & Bayliffs of the sd. Borro. And also the right claimed by the Mayor Bayliffs and Council or Aldermn. of the<lb></lb>
sd. Borro. to make or Admit what persons and as many Persons as they pleased Freeman or Burgelles of the Sd. Borro. the not entituled there to<lb></lb>
either by Patrimony or Servitude according to the Custom of the sd. Borro. were & had been justly complained of as great Grivances & an Infringment<lb></lb>
of the rights & Priviledges of the Burgesses of the sd. Borro. & therefore ought to be put an end to And the sd. <rs type="persName" id="LMSMPS50487_n84-40">Wm. Beadall</rs>

Honorary Freeman shod. be made or admitted but at a Coman Hall or General Assembly of the Mayor Bayliffs & Burgesses of the sd. Borro. &<lb></lb>
by the Consent of the Major part of them so assembled and that any of the Burgesses shod. be capable of being chosen Mayor or Bayliffs of the<lb></lb>
sd. Borro. without nameing or putting out any Lytes for the sd. Offices or either of them and to repeal all By Laws made to the contrary or is that or<lb></lb>
the like Effect and the sd. Wm. Blount then & there agreed with the sd. Wm. Beadall therein & there upon by the direction of the sd. Wm. Bead all &<lb></lb>
Wm. Blount respectively the By Law so proposed was then & there openly read several times & after some debate the Question was<lb></lb>
put whether it Shod. be agreed to or not & it was then & there agreed to & made a By Law of the sd. Corporation by a great Majority of Voices</p>
