in this Honble court as these Depts: have heard & do beleive And these Depts: severally say that on Thursday the 27th. day of Septr. last past (being the
Thursday before Nichas day & the usual day for that purpose) the Corporation Assembled as usual for the Mayor & Bayliffs of the sd.
Borro. for the Year then next Ensuing at Which Court of Assembly (in order or with intent to restore peace & quiet to the sd. Borro.) both the sd. Wm.
Beadall< no role > & Wm Blaint< no role > were present & respectively presided & after the Sd. Court or Assembly was opened one Leeds Brough was Admitted affreeman
of the sd. Borro. by Patrimony and then the sd. Wm. Beadall acquainted the sd. Court or assembly that the sd. Pretended right of nameing or putting up
Lytes or Candidates for the sd. Offices of Mayor & Bayliffs of the sd. Borro. And also the right claimed by the Mayor Bayliffs and Council or Aldermn: of the
sd Borro. to make or Admit what persons and as many Persons as they pleased Freeman or Burgelses of the Sd. Borro. the not entituled there to
either by Patrimony or Servitude according to the Custom of the sd. Borro. were & had been justly complained of as Great Grievances & an Jufrignent
of the right & Priviledges of the Burgesses of the sd. Borro. & therefore ought to be put an end to And the sd. Wm. Beadall< no role > therefore proposed to
the sd. Assembly or Court to make a By Law to restrain the sd. Pretended Power of making such Honorary Freeman and that not any such
Hourary Freeman shod. be made on Admitted but at a Comon Hall or General Assembly of the Mayor Bayliffs & Burgesses of the sd. Borro. &
by the Consent of the Major part of them so Assembled And that any of the Bursesses shod. be capable of being chosen Mayor or Bayliffs of the
sd. Borro. without nameing or putting out any Lybes for the sd. Offices or either of them And to repeal all By Laws made to the contrary or to that or
the like Effect And the sd. Wm. Blount then & there Agreed with the sd. Wm. Bead all therein & thereupon by the direction of the sd. Wm. Bead all &
Wm. Blount< no role > respectively the By Law so Proposed was then & there openly read several times & after some debate the Question was
put whether it shod. be Agreed to or not & it was then & there Agreed to & made a By Law of the sd. Corporation by agreat Majority of Voices
and by which new By Law it is & was amongst other things ordained that from thenceforth as the nameing or putting men in Lyte for the sd.
Offices of Mayor & Bayliffs of the sd. Town of Hedon had by Experience been found to be attended with many Inconveniences & sometimes
with Confusion & an ill use had been made there of and that as the same was a great Infringement of the Right & Priviledges of the Burgesses
of the Sd. Town of Hed on for the Preventing of all such Inconvenience for the furture & for the preservation of the Rights & Priviledges of the
Burgesses of the sd. Town of Hedon & for the peace & quiet of the sd. Town of Hed on for the furture they the sd. Mayor Bayliffs & Burgesses them
& there Assembled for the Election of the Mayor & Bayliffs of the sd. Town of Hedon according to the Ancient us age of the same Town of Hedon
did thereby repeal reverse & decree order & declare all & every By Law & Ordinance of the sd. Corporation of the sd. Town of Hedon then
made for directing or ordering the nameing or putting in Lyte any person or persons for the sd. Offices of Mayor Y Bayliffs or any or either of
them to be & that the same shod. be from thence forth repealed & reversed & made Null & Void to all Intents & purposes what soever & the
Same were thereby accordingly repealed reversed & made Null & Void to all Intents & purposes what soever And it was there by
declared decreed Ordained Enacted Ordered & set down that from thence forth for ever thereafter every Burgess of the sd. Town of Hedon
is was & shod. be qualifyed & capable of being Elected to & to serve the sd. Offices of Mayor & Bayliffs respectively of the sd. Town of Hedon or any
or either of them without being put in Lyte for the same Offices or any or either of then by any person or persons whatsoever whether such
Person or persons so to be from time to time Elected into the sd. Offices or any or either of them had or hath or hath not before that time
been Elected into or served any Office what soever in the sd. Corporation of the sd. Town of Hedon any By Law usage or Custom to the Contrary
thereof in any wise Notwithstanding And it was thereby further ordered ordained duacled & decreed by the sd. Mayor Bayliffs & Burgesses of
the sd. Town of Hedon then Assembled as aforesd. That from thence forth all & every By Law & Law Ordinance & Ordinances for made
by the sd. Corporation of the sd. Town of Hedon contrary to what is & was thereby Ordered & Ordained or any part there of or so much thereof
as is or was contrary to what is or was thereby ordered or any part thereof shod. be & Stand repealed Annulled revoked & made Void &
the same & every part thereof is was & were thereby accordingly repealed Annulled revoked & made Void to all Intents & purposes
whatsoever But for more Certainly therein these Depts. referr to such By Law And these Depts: further severally say that the Comon Seal of
the sd. Corporation was put to such New By Law and the same was then & there signed by the sd. Wm. Beadall< no role > Wm. Blount< no role > & by a great
