June 1799.

"an Account of the Smiths work done in the said Prison
"and Your Committee having Inspected and carefully
"Examined the said Books of Account and heard what
"the said Richard Berry< no role > had to alledge respecting the same
"it appears to Your Committee that the said Richard
"Berry has Constantly Ordered such Quantitys of Iron
"and Ironmongery Goods to be brought into the Prison
"as he though proper without Directions given to him
"by the Prison Committee the County Surveyor or any
"Person Authorized for that purpose that no Account of
"the Weight of the Iron brought into the Prison has been
"taken by him or any other Person at the Prison that
"Bills of Parcells have not been regularly delivered with
"the Goods or if delivered many are not to be found
"that he has done a great Quantity of Work at the House
"now building for the Governor without any Direction
"or Authority whatever from the Prison Committee or
"County Surveyor for that purpose and that he has made
"out an Account for Smiths work done Chiefly at the
"said House amounting to £316..0s..7d. with a view
"of shewing the Savings and Profit to the County by the
"Smiths work carried on in the Prison that in such
"Account of Work done Items are Charged at a much
"higher price than the Charges made by regular
"Ironmongers that among many other overcharges
"a Charge is made of Ten pence Per lb. for the Workman
"ship of the Iron Rails round the Governors House
"without any Deduction or Allowance for the Iron
"provided by the County Lead Coals or Carriage,
"Whereas it appears to Your Committee from the
"Accounts given by professional Persons that the fair
"Price for such Rails the Smith finding Iron Workman
"ship Coals fixing up and Carriage would be about
"6d. Pr.. lb. - that the Iron Railing lately put up at
"Hyde Park Corner was put up at 6d. Pr.. lb. including
"Iron and all Materials Labour Carriage and Fixing
"and that the Iron Railing put up some time since
