"read the last time in the House of Commons on Friday; in that Bill
"we have put in a Clause to enable Countys to borrow Money upon the
"Credit of the County Rates, in order to ease Countys of the great hardis [..]
"of levying the whole charge of building Gaols upon the present Inhabitants
"according to the present Law; there is likewise another Clause to
"compel the Owners of adjoining Ground to sell, for the accommodation
"and enlargement of Gaols; this Bill will be opposed and I am afraid
"with Success. Mr. Gilbert has applied to have his last House of
"Correction Bill reenacted which he & some others are of opinion
"cannot now be carried into execution; I am not one of those, I
"consider that Law now in full force; however when that Bill
"comes on I shall endeavour to have the two Clauses I have mentd.
"with some others out of the Gaol Bill inserted in the House of
"Correction Bill; if the Gaol Bill is carried there will be little
"difficulty in geting those Clauses into the House of Correction Bill;
"if the Gaol Bill is thrown out, I dont quite despair but it may be effected
"at least I shall certainly attempt it. These Powers if they can be got will
"enable the County to proceed upon a Plan so much more extensive
"and agreeable to the Ideas of many Gentlemen, that perhaps the
"Committee may think it adviseable, not yet to come to any final
"resolutions upon the matter
